Programme Developments


Project Duration:

 

From the 9th Call onwards, projects will no longer have three years for implementation following the Steering Committee decision. All project activities must end by 30 September 2014. Future applicants should keep this in mind when planning and preparing project activities. Please see the Calendar of the calls for more information on eligibility start and activity end dates for each Call for Proposals.

 

Common Priority:

 

Projects submitted under the Common Priority must include at least one partner from the UK, one partner from the French area of the France (Channel) – England Programme and one partner from the mainland area of the 2 Seas Programme (either the French, Flemish or Dutch part). They can cooperate in a project that:

 

  • Promotes cross-border cooperation issues and implements joint actions on issues of common interest throughout the whole area, and in particular those with a maritime dimension.

  • Develops the capitalisation and sharing of good practice, and favour networking activities between the projects implemented under each Operational Programme and this based on the strategic themes for the geographical area.

  • Develops specific strategic projects which are considered to be priorities upon the proposal of the bodies responsible for both Operational Programmes.


A Common Priority project can be selected as “strategic” by the Member States but this is not necessarily the case. Strategic projects are not limited to the Common Priority and Common Priority projects are not always strategic.

 

Programme Evaluation:

 

At the meeting of the Programme Monitoring Committee on 25 November 2010 in Folkestone, the Committee decided to launch the core of the evaluation process in the INTERREG IV A 2 Seas Programme. This is characterised by a three-steps approach:

 

  • Step 1: consists of an operational exercise in order to revise the Operational Programme on the most urgent issues, for example the Programme indicators and the financial set-up of the Programme linked to any decommitment.

  • Step 2: is a strategic mid-term exercise based on the analysis of the performance of the Programme and the perspectives for improvements for the last part of the programming period.

  • Step 3: will focus on the first results and lessons learned of the current programming period in view of the next programming period 2014-2020
