What you have to know

In the INTERREG IVA 2 Seas Programme, projects can be allocated up to 50% of ERDF to co-finance their activities. This funding is given to the project partners by way of reimbursement. Progress reports are submitted to the joint Technical Secretariat twice a year to claim back funding from the Programme. The costs incurred from January to June are declared in a September report whilst costs from July until December are claimed in a March report the following year.


The Joint Technical Secretariat, the Managing Authority and the Certifying Authority will evaluate reports and compare the activities undertaken to the finances declared as foreseen in the Application Form. The evaluation is split between an admissibility check and a quality check. If all documents are included, all costs correctly declared and validated by the First Level Controller and the progress of the project is evaluated positively, the amount of ERDF will be certified and transferred to the account of the Lead Partner.

 

The Lead Partner therefore fulfills an important role in this reporting process. It is responsible for sending out the templates to the partnership, drafting the Project Activity Report, collecting Financial Reports from all partners and consolidating the claim by means of an overall Project Financial Report. It will also be the link between the JTS and the partnership in case there were requests for clarification regarding the information that was provided. Finally it is the Lead Partner who will receive the reimbursement and distribute the ERDF to the different partners.

 

The reporting process can take a considerable amount of time, depending on the size of the partnership, the quality of the information provided and the reactiveness of the Lead Partner in case information is not complete. Therefore it is advised that the partnership establishes clear internal procedures and deadlines to organise the reporting process.
