Application Pack

Your application needs to arrive at the JTS offices by midday at the call closure date in both signed original and electronic formats. Your application is made up of the following documents:

 

Application Form:

The Application Form needs to be filled-in in all the official languages of the partnership. This will be the basis of the evaluation of your project by the members of the Steering Committee.

There are different Application Forms, depending on the size of the partnership:

Maximum number of partners: 05 | 10 | 20 | 30

Letter of support

The letter of support is the formal commitment of an organisation to the project. This template must be completed and signed by each partner, and submitted to the Secretariat with the Application Form.

 

De MINIMIS aid form (for project partners applying under the de minimis aid rule)

If a project partner is exercising an activity of an economic nature and which offers goods and services in competition (actual or potential) with other operators active in the market, it needs to enclose a ‘De Minimis Aid Form’ with the submitted Application Form.

Essential reading for both project applicants and approved projects. It contains the information regarding the rules of the Programme and procedures to follow.

 

The INTERREG IV A 2 Seas Programme and First level Control

 

Two different systems are in place in the Programme regarding the implementation of First Level Control:

  • A centralised system in Belgium-Flanders

  • A decentralised system in the three others Member States of the Programme area: France, England and the Netherlands.

You can find more information about the First Level Control in the Programme by consulting the Programme Guidance on First Level Control. The procedures to hire a First Level Controller, and make him or her approved by the Central Approval Bodies are different depending of the Member State where the partner is located:

 

You are located in Belgium – Flanders:

You are advised to consult the description of the First Level Control System (centralised). As Belgium-Flanders has established a centralised system, no First Level Controller’s designation is required.

To implement First Level Control, every project partner located in Belgium-Flanders must submit its progress report to the Province of West-Flanders in order to have its expenditure validated. You are located in England or in the Netherlands:

You are advised to consult the description of the First Level Control System in England or in the Netherlands.

You need to propose an internal or external First Level Controller to your national Central Approval Body by filling-in the Checklist with criteria for the approval of a First Level Controller. To contact your national Central Approval Body, please see the following document (Contacts FLC).

To implement First Level Control, every Project Partner located in England or the Netherlands must submit its Progress report to its approved First Level Controller in order to have its expenditure validated.

 

You are located in France:

You are advised to consult the description of the First Level Control System in France.

France has developed a specific guidance and tools for French Project Partners who are to consult and fill-in the following documents before proposing an internal or external First level controller to their national Central Approval Body. To contact your national Central Approval Body, please see the following document (Contacts FLC).

To implement First Level Control, every Project Partner located in France must submit its Progress reports to its approved First Level Controller in order to have its expenditure validated.
