The 2 Seas Technical Assistance consists of the Joint Technical Secretariat (JTS) and the Territorial Facilitators Network. The JTS is located in Lille (FR) and one of its tasks is the coordination of the Territorial Facilitators Network. There are 8 facilitators in total who are based in different parts of the Programme area. The South-West, the South-East and the East of England are each represented by one facilitator. For France there is a facilitator based in Lille, one in the coastal region of the French Programme area and a third one based in Arras. There is also a facilitator in Flanders, who is located in Bruges and one in the Netherlands, based in Middelburg.
Although working closely together on several matters, the tasks and responsibilities of the JTS and the facilitators are clearly split up. The territorial facilitators assist project ideas during their development phase; they help to find the appropriate partners, assist during partner meetings and advise on how to fill in the Application Form. The Joint Technical Secretariat on the other hand is responsible for the development of the Programme, the evaluation of the project proposals and the monitoring of project implementation.
